HISTORY:
Pacific Community Services, Inc., is a private non-profit housing agency
serving the Contra Costa and Solano County communities.
Since 1974, PCSI has been assisting clients with fair housing counseling,
default and delinquency counseling, and tenant / landlord disputes.
PCSI’s fair housing services include a counseling program, enforcement of
fair housing laws, education and outreach, fair housing training, and
referral services.
PCSI upholds federal and state laws regarding fair housing and seeks to
provide equal housing opportunities in Contra Costa and Solano Counties.
COUNSELING:
Trained housing counselors are available to counsel both tenants and
landlords on their rights and responsibilities under federal and state
fair housing laws.
Counselors also document discrimination complaints and inform clients of
their options.
ENFORCEMENT:
PCSI’s fair housing counselors verify discrimination complaints through
testing and other investigative methods.
PCSI also conducts audits to monitor the housing practices of landlords.
EDUCATION & OUTREACH:
Our housing counseling services include providing informative workshops for
social service organizations and persons of protected categories. These
workshops are designed to inform individuals how to recognize and report
housing discrimination.
FAIR HOUSING TRAINING:
PCSI provides training for landlords and owners involving issues of
compliance with federal and state fair housing regulations.
REFERRAL SERVICES:
PCSI assists clients in making legal referrals for litigation and
mediation services in both Contra Costa and Solano County areas.

If you have been discriminated against:
Record your experience. Write down names, phone numbers, addresses, dates,
times, and witnesses involved.
Make notes of incidents or conversations that indicate discrimination.
Keep copies of advertising, letters, or other relevant information.
If you know a person of a different race, gender, etc. who received
differential treatment that you, make a note of their name and address.
