Homeowners and renters, regardless of financial status may receive
counseling for a variety of reasons. Clients are offered individual
counseling to insure that they completely understand their situation, the
options available to them and that they are satisfied with their chosen
course of action.
While counseling is not limited to housing problems, most non-housing
related problems are referred to other agencies more effectively equipped
to help. Typical referrals are made to agencies such as Food Distributions
Programs, Social Services, Legal Services, Health, Alcohol and Substance
Abuse Agencies, Homeless Programs, Social Security Administration,
Employment Development Departments, and sources of financial assistance.
Tenant / Landlord Counseling
Services include counseling on basic tenant and landlord rights. Other
counseling topics in this area are:

Habitability issues
Getting repairs done
Mediation of tenant / landlord disputes

Housing Counseling
Counseling includes a face to face interview with the client to establish
all the pertinent facts in a complaint.
Activities include documentation and verification of complaints, legal
referrals, and legislative recommendations.
Default & Delinquency Counseling
PCSI provides confidential counseling to families who are in danger of
losing their homes through foreclosure. Families are assisted to try and
keep their homes and protect the equity they have built up.
This type of counseling consists of a personal interview and the
development of a case management plan. A working relationship is
established between the homeowner and lender and so as to determine the
best relief measures. Every possible alternative to foreclosure is
explored to reach a suitable solution.
Relief measure sought include:
Reinstatement
Forbearance agreements
Deed-in-lieu of foreclosure
Assignment of the Mortgage to HUD
Refinancing or recasting the mortgage
Sale of the property
Home Buyer Education
