Professional Contract Services, Inc. (PCSI) is proud to announce the addition of two distinguished leaders to its Board of Directors: Marc Stein and Lieutenant General (Retired) Darrell D. Jones. Their appointments reflect PCSI’s continued commitment to strong governance, forward‑thinking leadership, and expanding our impact nationwide.

Both leaders bring decades of experience spanning technology, military leadership, enterprise operations, and workforce development. This expertise will help guide PCSI as we continue to grow our mission of creating meaningful employment opportunities for individuals with disabilities and other barriers to employment.

Marc Stein: Driving Growth Through Innovation and Strategy

Raised in Central Texas, Marc Stein brings a deep connection to the region, and a leadership philosophy rooted in opportunity, growth, and community impact. He currently serves as Chief Executive Officer of Austin‑based JS Partners, where he advises private equity and venture‑backed companies on mergers and acquisitions, operational improvement, leadership development, and business turnarounds.

Prior to founding JS Partners, Marc spent nearly two decades at Dell Technologies, holding senior leadership roles across global operations. His experience includes leading a $3 billion global business, overseeing worldwide software sales, managing post‑merger integration for major acquisitions, and building a centralized global customer experience organization following Dell’s merger with EMC Corporation and VMware.

As a member of PCSI’s Board of Directors, Marc brings a forward‑looking perspective, with a strong interest in fostering organizational growth and exploring how emerging technologies—such as artificial intelligence—can create new opportunities for employees and strengthen PCSI’s future. His strategic insight and innovation mindset will be instrumental as PCSI continues to evolve in a rapidly changing business landscape.

Lieutenant General (Retired) Darrell D. Jones: Mission‑Driven Leadership at a National Scale

PCSI is also honored to welcome Lieutenant General Darrell D. Jones, US Air Force Retired, a highly decorated former senior military officer who served 34 years in the United States Air Force. During his military career, Darrell was the senior leader responsible for manpower, personnel, and services for more than 700,000 military and civilian members worldwide, overseeing global human capital strategy, readiness, and operational excellence.

His leadership experience includes commanding the 37th Training Wing at Lackland Air Force Base and supporting the education and daily operations of more than 10,000 students. Additionally, he served as Commander of the Air Force District of Washington, where he managed personnel, security, and high‑profile operations in the nation’s capital. He also chaired the boards of the Army and Air Force Exchange Service (AAFES) and the Defense Commissary Agency (DeCA), helping guide global retail and grocery operations generating billions in annual sales and quality of life support for military families.

Following his military retirement, Darrell continued his mission‑focused leadership in both the private and nonprofit sectors. He served as a Senior Vice President at USAA, leading enterprise learning and development. He currently serves as President and CEO of Blue Skies of Texas, a nationally recognized retirement community, and the third-largest not-for-profit senior living organization in the state. His lifelong dedication to workforce development, operational excellence, and service aligns closely with PCSI’s mission and values.

The addition of Marc Stein and Darrell Jones significantly enhances the depth and diversity of experience on PCSI’s Board of Directors.
