July marked 20 years since PCSI began supporting Tinker Air Force Base’s vehicle maintenance and ground transportation operations. What started as a contract has grown into a lasting partnership built on service, innovation, and a shared commitment to mission success.
Two Decades of Excellence
For two decades, the Tinker Team has been a trusted mission partner, delivering excellent and exceptional service—we reflect on the foundation they have built on success. They have supported one of the Air Force’s most important installations. Project Manager, Vicki Bryant, and her team transformed the contract from an operation facing significant challenges into one recognized for operational excellence, strong customer relationships, and consistent results. The team has received and maintained exceptional Contractor Performance Assessment Report (CPAR) ratings since 2014.
Exceptional CPAR ratings aren’t the only accomplishments that the team has achieved. PCSI’s Tinker Team is notorious for ranking in the 100 Best Fleets in America consistently from 2012 through 2025. The team has also earned Employer of the Year honors from both the American Legion of Oklahoma and the Disabled American Veterans of Oklahoma, while maintaining multiple accident-free milestones and receiving more than 80 letters of appreciation, coins, and certificates of excellence.
Awards speak volumes; ergo, the team’s impact is measured in outstanding results. The team has implemented operational improvements, fleet optimization, and cost-saving initiatives, generating significant savings for the government while improving efficiency and service. Notable achievements include reducing fleet overage, improving transportation operations, introducing new maintenance processes, and helping identify more than $1 million in savings through vehicle validation efforts alone.
Not only does the Tinker Team excel, but they also stand to support much more than just their contract. Volunteering efforts include supporting airshows, deployment exercises, disaster response, tornado recovery operations, and high-profile missions involving the White House Communications Agency and the Secret Service.
The People Behind Success
Bryant believes in much more than recognizing success through awards and recognition. She believes “The most important thing in having a successful contract is relationships.” Her philosophy has helped create a culture where employees are supported and encouraged to grow.
Disabled veteran, Robert Hire, joined the contract almost exactly 11 years ago. He emphasized the sense of community within the Tinker Team and the importance of taking time to reflect.
“Success isn’t about where you start. It’s about having a team that believes in you, supports you through life’s challenges, and gives you the opportunity to grow.”
“When people feel valued and know they belong, great things happen,” said Rowdy Miller, a PCSI long-standing employee. Rowdy focuses on the sense of belonging that keeps people in the mission and invested in each other.
For newer employees such as Staci Young, the team’s willingness to share knowledge and mentor others ensures the next generation is ready to carry the mission forward.

While honoring 20 years of service, the Tinker Team is celebrating a culture built on excellence, the opportunities that have changed lives along the way, and the partnerships that have strengthened the mission.
Tinker’s foundation is strong, the mission remains clear, and the next chapter is already taking shape through the people who bring purpose to life every day.
