Carroll W. Schubert, JD
President and CEO
Carroll Schubert has been with PCSI since its inception in 1996, when he served on the Board of Directors. In 2006, Mr. Schubert assumed the position of Executive Vice-President and General Counsel of PCSI, bringing with him over 30 years of experience in both private practice and public service. Today he serves as PCSI’s President and CEO.
Mr. Schubert’s distinguished career includes prior service as: San Antonio City Council member (2001-2005); Chief Deputy District Attorney for Bexar County (1983-1986); Director of Government Affairs and Community Relations for Valero Energy Corp (1979-1982); Executive Assistant to Senator Lloyd Bentsen (1975-1978). Areas of legal expertise include civil litigation, insurance defense, and regulatory law.
Trina Baumgarten, CPA
Vice President and Chief Financial Officer
Trina Baumgarten came to PCSI in 2008 with 13 years prior experience in accounting and management. Her areas of expertise include financial reporting, forensic accounting, federal contract administration, and management. Prior to joining PCSI, she performed senior-level accounting functions and contract management for ten years on the military service contracts of J&J Maintenance, Inc. Ms. Baumgarten holds a Bachelor of Science degree from Texas A&M and is a Certified Public Accountant. As CFO, Ms. Baumgarten is responsible for pricing all PCSI contracts. She has managed the company’s financials through years of tremendous growth.
Vice President, Operations and Business Development
Keith Walker joined PCSI in 2008 as Vice President of Operations and Business Development, bringing with him 19 years of prior experience in managing federal service contracts. Previous employers include NISH (now SourceAmerica), Raytheon Technical Services Company, and L-3 Communications. At PCSI, Mr. Walker develops and executes strategies to expand employment opportunities for disabled Americans, while overseeing current contract operations. Mr. Walker holds a Master’s Certificate in Government Contracting through The George Washington University School of Business and is a Certified Federal Contracts Manager (CFCM) through the National Contract Management Association (NCMA) As a U.S. Air Force veteran, he is passionate about placing service-disabled veterans in meaningful jobs.
Vice President, Contract Administration and IT
Kevin Cloud is an expert in industrial security and government procurement. Prior to joining PCSI in 2000, he served over 20 years in the U.S. Air Force, primarily in procurement. At PCSI, he is responsible for all aspects of contract administration, IT implementation & maintenance, loss control & safety, and corporate security & compliance. Mr. Cloud holds Master’s degrees in history and business administration. His professional memberships include NCMA (National Contract Management Association), ASIS (American Society for Industrial Security), NCMS (The Society of Industrial Security), and AMVETS (American Veterans). He currently serves on the Texas Council on Purchasing from People with Disabilities.
Eric Barbosa, JD
Vice President and General Counsel
Eric Barbosa joined PCSI in 2012 after 10 years in the San Antonio offices of Bracewell & Giuliani. A graduate of West Point and The University of Texas School of Law, Mr. Barbosa has been noted among the San Antonio Business Journal’s “40 Under 40.” Texas Monthly identified him as a “Texas Rising Star Lawyer” in 2007, 2008, 2009 and 2010. His areas of expertise include commercial litigation, labor and employment law, arbitration, intellectual property, and sports and entertainment law. Prior to his legal career, Mr. Barbosa served six years as a U.S. Army officer on postings that took him to Fort Hood, Fort Benning, Fort Knox, Camp Casey Korea, Fort Irwin, and back to West Point.
