PCSI is proud to recognize Jessica Hulter, Director of Innovation & Family Services at PCSIx‑CareStarter, who was recently highlighted by Military.com for her dedication to supporting military families at Travis Air Force Base.

Hulter has been navigating the Exceptional Family Member Program (EFMP) since 2007, giving her a deep understanding of the challenges families face when relocating or seeking specialized support. During her time leading the pilot program at Travis AFB, she expanded access to critical resources before the program closed when the contract expired.

A key component of that pilot was CareMap, a digital resource atlas designed to guide families to essential services such as therapy, education, family support, nutrition, medical care, and recreational opportunities. CareMap is the brainchild of CareStarter founder and current Executive Director of PCSIx, Lamarque Polvado, who developed the original concept. Hulter has collaborated closely with Polvado for the past six years, helping refine and advance the tool to better serve families navigating complex transitions.

Unlike traditional EFMP processes, which often leave families overwhelmed and searching through countless irrelevant options, CareMap provides a direct, streamlined path to the support they need. Families can guide themselves through major transitions with confidence, clarity, and far less stress.
